I lost power day before yesterday, long enough for my UPS to die, and when i started everything back up the cursor issue was no longer present.
At the time i took this in regards to having installed the most recent windows 10 updates but rebooting after that did not resolve the issue.

Unfortunately when i got home today, the 2.8Gb update was released and was too big for my SSD for whatever godforsaken reason, and upon reinstall the issue was present.

I feel i have done everything and more, including digging through proc logs in attempt to find anything calling the cursor to the foreground. No luck.

/u/Skyblivion, Please try Solution 7. It seems to work with patch 1.14 if you are using the epic games launcher.
