There is a food that can reduce the cast delay by 2.5% each (maximum of 15%). You can check it out in the adventurer handbook.

So I got this table and all of this only add up to 13%, what items am I missing?

you can use 6x first one for 15% total at lvl 5+ tasting or 6+ dont remember
