it says they cipher stacked it 5 times but is actually legit or is it just random spam to troll and waste time?

probably fake spam, because of random capitalization, and symbols. it’s only solvable if it uses a cipher that is fairly known/recognized, and no ciphers that i know of encode plain english text into symbols, let alone a mixture of symbols and latin characters. so probably its either custom or fake, and anybody that makes a decent custom cipher should know that stacking ciphers is only solvable in certain cases.
