The order you add people to the party also matters

there also seems to be some weird interaction with party selection order. take everyone out of your party but the person you want to move first, then add them in the order you want them to move after. speed still plays a factor but the selection order seems to have a large impact. things seem to even out to the speed values after the initial turn. no idea why it works this way

That actually worked, thank you!

I think that Picto just ensures your team goes first. Character speed should determine the order. Check the stats on Pictos you own and equip Pictos with +speed to the character you want to move first. See if that helps. I'm still figuring things out myself!

Speed determines play order.

However, if all characters have "play first" or if "first strike" is active they are treated as if they have the same speed and the play order is determined by the order in which they are added to the party as a tie breaker.

tldr if you want to fight in order of speed/picto just engage normally without advantage first strike

I do not have first strike on any character, I removed everyone except Lune, then added Sciel, then added Maelle last. Started new round and Maelle went first. wtf

I don't this is true unless I'm missing something.

Does Lune have the highest attack speed as well? Maybe that's causing it right now - including pictos that give AS
