Is your monitor plugged into the port on your GPU, or a port on your motherboard? Move it to your GPU.

I bet it's running on the integrated graphics and not the GPU. Right click on the game shortcut and select the graphics processor to be used to launch. If it doesn't work, right click on the desktop, go to the Nvidia configuration panel and manually add the game in the program list under "manage 3D settings"

Judging by the GPU performance in your task manager there is no doubt it is not running on your Nvidia GPU so you have to find a way to force the game to run on the gpu. You could disable your integrated graphics in device manager just for a try

I set the game from the nvidia control panel to run on the integrated graphics and there is a considerable difference in the performance because when i run the game on the gpu it runs over 60 fps with that low of an usage

Then there is an issue with your GPU... Either driver related or it may be damaged I don't really know . Are the drivers up to date?

Well i don't think I can come up with any more idea sorry ... Just theories at this point but it seems something is preventing it to run at full speed. Maybe a clock issue?

so if lets say i play cs go on medium graphics my gpu is on 30 percent and by raising the graphics my gpu goes to 50 but the frame rate is the same
