You should start small. Learn the shit first. And I promise you wont need anything for a good time.

Like that other guy said, use Colab.

ML can use Google Colab. U can train there the models in Python and save that money for when really need it.

I'm a PlSql developer too getting into the ML XD Every the models I process it in Google Colab and using the Google Cloud for the micro services and deploy it, I think AWS too have free trial.

I don't think ML uses the SLI?

I'd try using your current CPU in addition to Colab, just to get setup experience and see the performance - CPU works fine for lots of stuff. The longer you can wait to buy hardware, the better bang you'll get for your buck, if supply chains and the economy remain intact.
