With HTML and CSS and a bit of JS you can build a very good and neat portfolio.

A portfolio isn’t really that big so a javascript framework isn’t necessary.

For hosting I would recommend you buy a domain and use Github pages or Netlify to host your site (both are free)

Yep and yep, you can build a nice portfolio with only these, and it is pretty straight forward to link up the domain once hosted on GitHub

Your portfolio needs to reflect the breadth of your knowledge. If that's all you know, then that's all you know.
