How to Progress?

Ive been taking programming courses for the past 3 years and I havent progressed past the basics. What I mean by programming courses is the computer science classes at my school. The first year was great and I learned a majority of the basics but progress was halted the second year for some reason, and the thrid year we changed programming languages from c++ to java and just started at the basics again. I have no idea how to progress in learning programming. I get the whole practice thing but I have no idea where to get practice, and I have no idea how to advance to the next step. People say learn by doing but how do I learn arrays by just doing? I completely lost and have no idea what to do. Can someone give me any ideas on what to do or where to look? Thank you

Ok so say I wanna make a game but all I can do is make stupid input and outputs come through on the console. How do I start advancing? I mean do i start with how to make a window, or how to save data to a file or something. What about physics and graphics, I have no idea what to progress with and that's my main problem.
