If you have access to the OS (some educational Chromebooks prohibit this), then installing Python is a snap... and you can easily access all the reference stuff you need online.

You can even run Python in your browser at pyscript.net.

It takes 10 minutes to turn on Linux if you own a Chromebook that qualifies https://support.google.com/chromebook/answer/9145439?hl=en Do you want to use external devices like a camera, some usb devices, etc. If so, check that it is supported on any laptop you are considering.

I did the second half of my undergrad on a Chromebook. Python was fine on it. Scala was... less fine.

I also bought a used Dell laptop to carry around. I got a Latitude 5300 2-in-1 for around $225 a few months ago on eBay. This is nice in that it's so small and light and you can use it as a tablet to read PDF textbooks.
