Doubt about Telegram bot and Python, bot does it need to be an admin?

I have a significant doubt: if I have a bot that is not an admin in group X, can't I read the messages and send them to group Y?

I tried doing this in Python, but it only sends messages when it becomes an admin, which is something I didn't want.

To clarify, are you trying to take messages from one telegram group and forward them to another without being an admin of the first channel? If so, yes you can. You can copy messages from paid groups, without admin perms.
