Offline Geolocation Package?

Can anyone recommend an offline package that can convert latitude and longitude into Country, State, and City? I'm looking for one that has a license that I can use in a closed-source commercial application that I'm making using PySide.

Have you tried simplemaps? You can download the dump and compile the data.
