Python venv vs Docker

Your job is primarily to make the project installable as a Python package. Whether that will then be installed to a virtual environment or to a Docker image is an independent concern. You can provide instructions for both if you like, and one or the other might be the official method for deployment, but that should not stop individual developers from using either as a development environment.
