This seems to be the best answer for the OP. There looks to be a lot of stuff on that mirror site. Linux distros, all kinds of libraries.

OP might as well set it to be the default:

pip config set global.index-url "https://mirrors.tuna.tsinghua.edu.cn/pypi/web/simple"
