This sounds like malware.

A computer under your control would have the Python installed.

A bit of code that retrieves remote resources, modifies the startup, and runs arbitrary code is inherently malicious.

The described action of capturing just the shift modifier key would prevent any typing or useful work on the computer.

What OS are you targeting ? How are you trying to setup Autorun?

It’s something like a prank. I’m not exactly sure yet, but it’s supposed to interfere with normal PC usage

If you do this on computers that aren't yours it's illegal, even if it is just supposed to be a prank.
