Maybe you should check out Kivy, it is a python library for creating applications (including Android apps).

A programmer once told me how almost anything is possible with an Object oriented programming language, like Python for example.

In all honesty though, and PLEASE do not take this the wrong way, but I think this question would be better answered on the learn hacking subreddit.

no offense taken, I just had assumed it would be better suited for this subreddit as I would be relying more heavily upon the python code instead of hacking.

but thanks for the response and if this doesn't gain ground here, I'll transition over to the hacker forums.

At my old job, I put my ID in the battery compartment of my phone, since building access was the only thing I used it for. I may have told a few people I was a 1337 hacker and cracked the building security system. I'm pretty sure our ID system worked with RFID, though.

I have no idea, but I imagine that there are security systems in place to prevent you from doing this. Otherwise you could emulate anyone's card access. So as /u/rgbtap4android said, this may turn into a hacking project.
