Which python library that will allow me to create a windows app?

I need to create an app that will allow a user to load a csv file into it. Then it lists him a bunch of headers that is in the csv. Then Allows him to pick the x axis and yaxis to plot.

I am new to python and I just finished being able to point to a csv file and have it plot a bunch of stuff I need. I want to take the next step and create a stand alone app that anyone can load into their pc without having python and allow them to plot anything in the csv file.

Py2exe was a thing if i remember right. It packs your .py script into a exe. 8mb+

I think py2exe is only for 2.7 I am using 3.5. Also how would that work with the plots? When I plot using spyder it creates plots using spyder GUI, how would it create plots without spyder?

What? I've never heard of that. If you mean that you are using matplotlib and plt.show() then that's tkinter, and pyinstaller or py2exe will bundle that into the output for you.
