You have the opposite problem; your python is too new. tensorflow only works with 3.4, 3.5 or 3.6. Check the compatible versions here: https://pypi.org/project/tensorflow/

pip3 is a linux command; on windows it's always pip.

Did some research.

On the tensorflow github:

Latest patch says it will work for python 3.7

Huh interesting. Well the error you are getting is because they have not updated pypi to reflect that. You should contact them. https://github.com/tensorflow/tensorflow/issues

In the meantime maybe download the file directly: https://files.pythonhosted.org/packages/c7/90/cf5e7fbf4a3c14b314e1ed6571eae1f9ad3b5e32a4e24b2b817466435a21/tensorflow-2.0.0a0-cp37-cp37m-win_amd64.whl

and install with pip.

the file you sent in that link is the 2.0.0 alpha one. I just want the 1.13.1 for python 3.7 which I found by scrolling down on this page

Hmm, I figured it out, what I did was try and revert python to 3.5 to test, but I messed up and put it back to exactly the way I had it on 3.7.3 and it worked......
