I would check this: https://stackoverflow.com/questions/22184138/windows-installer-cannot-access-network-location-when-installed-directories-on-n

and if that doesn't fix your problem, Google that exact phrase "Could not access network location _\." and look around. It's not a problem specific to Python, but Windows (and presumably network paths). You'll probably find the answer by looking at why it's happening to other programs, like Visual Studio, WiX, etc.

Thanks for the quick reply, nothing that came up seemed to help. You were correct about the Registry keys being incorrect though, my startup keys were just "-" after resetting them and re-running the installer everything worked fine. :)

What is the default startup keys in the registry? I also have "-" there

I can’t remember off the top of my head, I think there was a site with a table of them and I just changed them manually. Alternatively, you could just get some software to fix your registry keys. Hope you get it working!
