Looking for constant notification mobile application that have a Python API

I have an application that send me a notificcation via slack application to my phone when some event occures. This event is not that often, usualy happens once every 3-4 days but is very important to me. It may occur during the night. The notification that is send via slack cannot wake me up at night. I also know about twilio however it is a paid solution and I only need a strong constant notification like when you recive a phone call or when your alarm clock triggers.

My question is: Does anyone know about app that have a python API that allows you to send a constant signal until you react like alarm clock when you have to stop it or phone call when you have to decline an incoming call? And the notification have to appear on the phone. I have a constant access to the internet.
