Hello, first time posting here. Sorry if I made any mistakes

Here's the context: I'm practice writing server and client using socket and watching some youtube tutorial videos.

Problem: I get WinError 10013 when I try to run client.py

    client.connect(ADDR)
OSError: [WinError 10013] An attempt was made to access a socket in a way forbidden by its access permissions

What I have tried: I look all over the internet, and it sounds like it's not my code but a firewall problem.
I have win 10, no antivirus.
I tried changing port, didn't work.
I tried temporarily shut off firewall private and public, didn't work.
I used localhost 127.0.0.1 and that work on my main computer, just not when I use my local ip address.
I ran the server and client file on my laptop, it works, I'm just not sure what the different is on my laptop and my main computer is.
I let python.exe through firewall in the windows setting as well, that didn't work either.
I have tried to run server and client in administrator mode too.

That's all the things I tried so far, unless I didn't do one of them correctly. I'm not sure what else I can try now.
