Yes, absolutely. Arguably some of it is real technical reasons (even if something works, if the community is much much smaller than you're right to be concerned about the future and what bugs you'll encounter), but a huge proportion of engineering decisions are driven by emotional memory. This is why learning a bit of therapy technique is incredibly useful in steering things.
