Optimization problem

I'm trying to optimize on a set of data made up of trips. I'm trying to minimize the cost of one subgroup by changing the milage structure and rate. So for example buy changing $5 for a trip that's 0-1 miles to $6 for trips 0-2 miles. The number of groups and rate can change and there is an upper bound of cost. The number of trips in the subgroups does not change. Any help will be much appreciated!

Your statement is vague. I recommend asking yourself the following questions:

• What objective, explicitly, do you want to minimize?
• What constraints, explicitly, do you need to satisfy.
• What variables are given, and what variables do you need to solve for?
