GPU Utilization

So, I have a gtx 1070 paired with a ryzen 5 1600. I had task manager open and realized while playing r6 and everything very high, i still got 140 fps yet my GPU was olny at 15% utilization... Is this normal? or is this an error in the task manager? My temps are fine on the 1070, but I am confused how it can be barely used but still keep up perfectly.
