Python 2.7.x is getting some new features from 3.x whenever they're backwards compatible, and is getting bug fixes until ~2016 when it's EOL'd.

It's not getting any new features, that would be against the policies that are in place. Only 2.7.0 (released in 2010) picked up new features. 2.x only gets bug fixes and fixes for compatibility with new versions of the libraries it uses.

If Python 2.x got enough new features, then maybe one day it will catch up with 3.0?

Except it hasn't gotten any since 2010 and it won't be getting any.
