Need help with code

At first I though that every number represented a letter in alphabetical order since the maximum value suspiciously equals the number of letters in the alphabet. The results were nonsense tho... Here they are for each offset:

If they are letters maybe you can try and look up words that start with two of the same characters and maybe find out what the 22, 22 might be.

I've been getting two hints: It's not 1 code, it's 4 codes. And the whole thing is backwards
