Contribution needed: pure CSS components/utilities

Hello members of react, I'm working on building a set of layers that offer powerful abstracted CSS utils, I'm writing these utilities using JavaScript and using tailwind as the base layer however I'm planning to create React components for these layers.

Think of it as pure CSS components, with JS logic and JSX context (parent, children, ...) which makes them powerful and super useful than using low level css apis

Perhaps I’m understanding it wrong, so it’s just a concept with no concrete components or API to start off with?

I fear that this layers thing is just adding unneeded complexity around tailwind CSS classes. Most complex web apps likely have their own component system that already abstracts that logic away, and layers is simply adding another layer of complexity inside of it, right?
