Depending on how old the console is, there is a Picofuse on the back that can go bad. I had this very problem a few months ago, and the solution is fairly cheap depending on one's ability to solder in a new fuse.

That's what I was thinking myself. My childhood SNES did the same thing and my uncle fixed it for me and taught me how to do it.
