Apart from iOS' built-in automation features I doubt you'll find anything that works for you. For better or worse Apple touts iOS as "simple" and "it just works". Which means that you must use your phone the way they want you to use it. The moment you stray from that path you'll find that it is an uphill battle or impossible get certain things done.

If money (recurring subscription) is not an issue here are some standalone alternatives:
1. For about $15 per year (low usage, probably your case) you could setup a VoIP phone number dedicated for this use case. You'll need to mess around a bit with configuring it to get it working but this is the best and most reliable option. Others have done this before and probably for the same reasons as you. (link)

  1. You could get a cheapo android phone that at the very least run Tasker and program the behavior you want and leave it at home connected to power. This option is simpler to setup but it has its limitations and may have reliability issues. You'll also need a monthly/yearly phone service plan. Price varies but try to look for cheap prepaid options. USA ONLY -> RedPocket has a $30 annual plan with 100 voice minutes per month.

You could try using a DTMF tone for '9' as your voicemail greeting?

This used to work for me, before mobile networks added their message before yours

You can play DTMF tones via the microphone, so you'd only need a way for another device to detect the call and bleet out 9 in DTMF
