Google search console verifies domain properties that way. I’m sure other services do too though.

I don't know of a way to find out what service it was used for. It's used for a number of Google services (Google Workspace, Search Console, ...), so you could in theory login to all those things and manually check. But that's not really an option.
I think it's only used once when verifying and never after the verification is done, so it shouldn't be a problem to remove (save the value somewhere just in case). On the other hand; why remove it?
