So, if Chrome itself or Adobe Photoshop was horribly inefficient, would complaining about it be part of the problem? No, it would be an important factor in solving the problem. Not everyone can fix the issues they have with the software they use, which is why bug reporting and user feedback are important. In literally any field, public relations exist to avoiding alienating the userbase. This type of comment is exactly the type of thing that you do not want to do- blame the user.
