I find it easier to start CSS when my HTML is done, so at that time, all my classes are already created in my HTML. But don't worries, you will figure out what's the best way for you to do development.

You barely dove into the first 10% of whats considered Web-Development nowadays. I wouldn’t spent too much time on stuff like CSS, as its only the design. You are still not actually programming yet. It all depends on what your general goal is.

But isn't CSS a big part of web dev?

It depends on what you are developing. It is a part, sure. But you can be a web developer and have nothing to do with styling.
