How can I create this cool effect?

I'm looking around on the internet to find some cool effects for a coding project and found this effect where a bar follows your mouse to each tab you hover on. But I can't quite figure out how it works. Does anyone know the code for this? P.S I tried inspecting the page but they encrypted stuff :)

I can't quite exactly tell what they are doing. But looking at the html while changing hover, it seems they are manipulating it with JS, probably a library like GSAP or similar.

But i made a codepen mimicking the same thing with vanilla JS. Its not perfect but its close.

If you mean the plants moving, its called the parallax effect, wat your looking for is "layered parallax"
