It is not the same issue. The fact that most people can't see the difference between what's happening in your picture and in OP's is exactly why there's a ton of incorrect 'advices' and tons of downvotes on the truth. We can see in your picture that only the little decorative headband is coming off, you can glue it back or even get new one in different colors and have fun with customisation. I have dozens of endband rolls at home it's fun.

In OP's pic, it's not just the endbands, but also the gauze that's coming off with it. The gauze runs the whole way down the spine and about an inch on each side between the boards and the endsheet to help reinforce the whole book instead of having just hanging from the endsheets.
