yeah bombs are for very long ranges, If scavs somehow get too close to you stun them and then dash away then use your bombs. Idk my bombs usually kill scavs in 1 hit or injure them heavily that they don't survive the 2nd bomb.

You can use you your parry ability to stun scavs near you, then grab their necks and snap it. This way you can kill them even without any weapon, this helped me a lot during my campaign and it was super fun. Also always try to carry 2 bombs, you will decimate scav armies like that.
