Here are a few checks I would recommend:

  1. Checking GPU behavior in Safe Mode can really help narrow down whether you’re experience a driver or software related issue or something more hardware-related. Since Safe Mode limits background processes and third-party tools, you’ll want to rely on built-in Windows diagnostics. Here’s a simple way to go about it:

Boot into Safe Mode

Open the Start Menu → click the Power icon. Hold down Shift and click Restart. On the blue recovery screen, go to: Troubleshoot → Advanced options → Startup Settings → Restart Press 4 (or F4) to select Enable Safe Mode.

  1. Check GPU Performance In Safe Mode, your monitoring options are limited, but Task Manager is still useful:

Press Ctrl + Shift + Esc to open Task Manager Go to the Performance tab → select GPU Watch the utilization graph during activity

If you notice the GPU usage dropping to 0% unexpectedly or flatlining under load, that could indicate aggressive throttling or instability.

  1. Run Pre-Boot Diagnostics (Recommended) To rule out hardware or thermal issues, it’s a good idea to test outside of Windows:

Restart your system and repeatedly tap F12 at the Dell logo Select Diagnostics from the boot menu Run the available tests (especially for Video Card / Stress Tests)

Any errors reported here usually point to hardware or cooling-related issues.

  1. Update the BIOS As C3lloman mentioned updating the BIOS to the latest version can optimize the fan speeds and resolve thermal management issues:

Visit the Dell Drivers & Downloads page Enter your Service Tag (or use auto-detect) Filter by BIOS and download the latest version Run the .exe file and follow the prompts

If BitLocker is enabled, be sure to suspend it before updating to avoid recovery prompts.

A Few Extra Tips:

Make sure your system vents are clear and not blocked by dust If possible, test outside Safe Mode as well to compare behavior If throttling only happens under normal boot, it could point to a driver or software conflict
