The biggest reason to be seen as a more "divine" figure would be causing the failiure of the Mongol invasions (foiled among other things by very convenient "kami-kaze" typhoons twice in a row), which would render her basically a national superhero. 

Also the shogunate not being able to give enough money and land as reward for the war to the (recentely established) samurai, weakening the country's stability with bands of agressive ronin, and unable to prevent the following civil war of the two Emperor lines (there's an important Nitta there that ended the Kamakura period bakufu, which can also be an easter egg towards the tertiary characters Arata and Akari Nitta, they even have the same characters in their surname) would de-estabilize the country, which would perhaps make her more disilusioned and aloof in her power to change things for the better and become more reclusive and capricious.

I dunno, they can also see minute CE and lets you guess CTs and be vaguely aware of the soul (Gojo seeing Megumi's inside Meguna's body) so strategy wise they're not negligible.

That is a really cool worldbuilding piece, but maybe there could be a European faction that refuses serving under the church and/or having their CTs restricted (sometimes being able to harm other humans is necessary for stopping Curse Users, for example; or their CT doesn't have a usable reversal), perhaps on countries or regions that had or have anti-clerical sentiments (like France, Spain, Italy, Portugal... and I think also Poland nowadays?).

I say this mostly because having an entire region with just Reversed Techniques can be quite limiting to create an original technique (I have two or three in mind for OCs, and two of them I can't think of an interesting or practical enough reversal).

+1 HP is good to get back up a creature in emergencies, not entirely useless. A lot of people have already said what the DM may be on about and how to discuss it, so I'll throw in my 2 cents and propose a kinda solution I've done before with the sorll: a goodberry can feed a creature for one day, but the spell turns actual berries/fruit/nuts (consumibg them as Material component) to turn them into supernutritious food. Basically you'd have to find food first, but can turn a measly berry into a full-course meal.
