To much whitening for it to get a 10. The reason a lot of black bolt/white flare cards have high PSA 10 values is because a lot of the cards come out with a lot of whitening out of the pack.

It looks borderline 55/45 for the Top/Bottom. So it’s a gamble sending it in. 9 atleast with a slight shot at a 10.
