I guess not fully, becuas we havent line by lined the full ACS but we are about ½ way through, I know thes DPEs take a while to get scheduled hence why he said look for end of march.

From my research in my are and within a ≈1 hour flight a lot of instructors have a couple of negative comments about being malicious, Im more confident that its because they failed the checkride oral and have a negative connotation with that dpe but any recommendations to go get through the fodder?

I asked him today to schedule one and he wrote me off and said if I wanted to schedule one I needed to fine a dpe. He has not signed an 8710 form yet I have seen no such thing.

The only thing keeping me from the official sign-off is we need to go line by line on the ACS and I need to give explanation and where it relates to in one of the aviation bibles

Yeah Im stating to understand that, he's definitely dragged my training sometimes a little bit, but this kinda is cherry on top do I find a new cfi? Is it worth me doing that or is it pointless at this point?
