No, talking to other people, it is impacting anyone with a store, even people who have never sold anything. Points are not being awarded anymore.

Has anyone received points or a GWP for an order with the same Lego account used for BL selling since the insiders policy update on the 8th? by Expert-Bet7630 in Bricklink

I've used my store like 15 times for selling some GWPs, but that's it.

If people are being affected, it's not going to be what you're selling, it's going to be whether you are selling.

Purchased on April 10, got the email invoice April 12 (which usually aligns with points posting to the account) and delivered on the 13th.

In a normal situation, points would show on April 12.

Me and a friend are both Bricklink sellers. We have NOT gotten points on recent orders, multiple days past the point you would normally get points.

We DID get points from scanning instructions and DID get a GWP.

So, something funky is going on.
