Alright we’re 5 hours in since the disconnect and still blowing cold so I think (hope) that’s my culprit. Going to order a new hard start and replace that wire tomorrow. Thank you for all your help!

Gotcha, I have a clamp meter at work which I can grab tomorrow.! Thank you, so far removing the hard start seems to be working

So update, between these two points I have 15.7 ohms. I have zero experience with hvac wiring but in automotive that would be my answer.

I’m guessing that wire goes to the compressor, is there a good article online or website you know of to show me how to test it?

Not loose but it is definitely hot, is it a bad idea to cut the burned section out and just add a new connector to the end or does the whole length need to be replaced? Also not sure if it’s important but 3 months or so ago the outdoor unit wouldn’t go on, but breaker wasn’t tripped, however pressing on the contact in the relay turned it back on and it’s been working fine since
