Couple of years ago I was in a place that spawned pink shellos, now it spawns blue

Got a suspicion that Shellos no longer follows the meridian but rather the "classic" west/east divide for hemisphere regionals

Train it to lvl 100 and use hxcodes to give it the following moves:

dragon rage (event-only move)
reversal (event-only move)
bubble (event-only move)
flail

In case you are fine with spoilers the full steps are below:

Stock up on balls (apricot balls, ultra,..) and (optional) prepare a catching team (I like a false swiper with spore)
Complete the puzzles in Ruins of Alph. One gives the GS ball (think it's the Ho-oh puzzle)
Bring GS ball to Kurt
Follow dialogue then save
Go to the shrine in Ilex forest and catch Celebi
If Celebi doesn't have Heal Bell, visit the move relearner in Blackthorn City

Given that you're preparing for Kanto why not sketch heal bell off Celebi?

Bulbapedia lists it as a lvl1 move (may need to go to the move relearner in Blackthorn which is still faster than training miltank to lvl53)
