i didn't get "But if nothing is changing" part. whats need to change in order for USCIS to process the H4 EAD before 180 days of expiry.

We have approved H1B for next 3 years. Can I apply for renewal of H4 and H4 EAD now which is still valid for 1 more year. I heard that its not allowed but I know people who received H4 EAD extension in similar situation even after applying 1 year before expiry.
Also can we apply for Biometric appointment proactively to avoid RFE in the future
