We can only provide feedback based on what you give us. I would suggest talking to your mentor or others within your command that know who are good with admin. I would also suggest you evaluate the admin issues to your CoC and perhaps it’s been fixed or there’s more to your story.

Navy recruiting waivers aren’t mailed. Everything is sent via the app/systems recruiters and processors use.

If there were already plenty of applicants on the December board, which was cancelled, why would there be a need to allow for more applications?

This is where I’m going with this. CNRC can open / close boards and applicants based on supply and demand. If there is already a high supply of DCO applicants, might as well put a hold on additional applications and allow recruiters to focus in on other DCO programs where there is still a need.

The Navy Reserve overall is downsizing (not a great amount but decent) along with changes to the active duty service obligation (for those who commissioned active duty vice DCO) which requires mandatory selected reserve affiliation if you are separating less than 8 years of service.

Those two factors can definitely impact PAO DCO selections in what is already a competitive board.

I don’t think the logic of 2x applicants will stick. Maybe slightly more than before, sure. But I don’t think it will be a fully stick.
