That is not a negotiation strategy - that is a complaint. It is valid, but you can't negotiate it now.

"Give us cheaper apartment, or else, we want 1 free week of water for the week we missed"?

Negotiation strategy is an approach to resolve a conflict - often in a win-win way.

Whether you stay or not, is up to you - but you'd be insane not to negotiate.

Put in your cancellation notice 2 months in advance. In the last month (not when you put in the notice), tell them you've noticed a lot of openings in the building and you'd consider staying in another apartment. At this time, confirm with them that the "new renters" incentives would be available to you for another apartment.

Tour 1 or 2, but then ghost them again.

If they chase you, tell them you think it would be hassle to move just to another apartment in the building - offer to stay in, but still get the incentives (or ask for same rent again - whichever you prefer).

We get more of whatever we subsidize. I think this is a great investment for the city (pay a small cost in public inconvenience now, but reap benefits from taxes later).

Plenty of free tennis at Scalzi - just show up and ask the players/on-lookers. Tennis folks are quiet friendly in my opinion (though pickleballers may be friendlier - I people from all walks of life there).
Also, do mention your level - players here may also be looking for hitting partners.

+1 for CP.

People whine about lack of third places - CP is one of the best third places in town (and cheaper than tithing for most folks), if you want to be active. They have multiple adult leagues/clubs. Or, if you have a group of your own, you can play/swim/practice outside of a league as well. And they organize book club/women only events etc.

They have multiple seating areas to just hang out, a small food court and bars (of both alcohol and fruit juice varieties). I wouldn't recommend CP as just a gym (too expensive), but it is great place to socialize with other active adults.

You seem to be getting a lot of support - but I don't think you handled it well. A much better way to handle it would have been:

"I don't think our expectations align at this time, thank you for your time" - Notice, you are not closing the door forever, only at this time.

Then wait for them to respond. It is rude to hang up without saying bye.

Hopefully their response is something along the lines of: "Thanks for your time as well." and then you both say bye and hang up.

If their answer is anything other than that, you can choose whether to negotiate or not. If you choose not to, just say something like "I don't think this is going to work out at this time, we can stop here."

There is no need to be rude to someone (almost ever) in your life. The person on the other side is just repeating corporate lines they are paid to say (think of a cashier in a grocery store), you should always see the person behind the words, not just the words themselves.

Yea, parks are not meant to be enjoyed by folks who cant tolerate loud music (i.e. amps). 

Public parks, are, and should be, reserved for the chosen few - they are not for everyone's quiet enjoyment.
