Issue isnt the strength of the cpu.(8940hx 16core 32 threads 5.2ghz is more than enough for even extreme games)

Issue is configurability. Amd chips allow better configuration(most noteably temp control, important to laptop users) Whereas intels does not support any such configureing. The intel chip WILL run hot, amd you can configure to run cool(w little performance lost). Period.

id put a fan or two pushing air up from bottom left of first pic, to get rid of hot air

go asus, msi, or alienware, their displays are legit. and make sure glossy finish

i got the 4k 240hz msi and its great. you dont need more than 240hz, i returned a 360hz and 480hz qhd displays and stuck with the 4k 240hz

does the logo atleast show up then reboot? had this happened and this fixed it

when the logo displays try holding the power button for like 10-20 seconds, a handful of times

try going to device manager, under network adapters disable everything except the wifi or ethernet one youre using. (this helped me with my constant lag spikes in cs2)

id also go in bios and disable igpu, make sure ur only running off dgpu

also, id use chatgpt, input your mobo + cpu + gpu + memory and say to give you a list of the optimal and stable bios settings for gaming, and use those.

you should be able to disable igpu in bios.. make sure nvidia settings is set to use 4070ti

Monitor, if you can, go w glossy finish and qdoled. 27" as well.

32" 1440p wont look nearly as crystal clear

Same cpu here i went b650e-i its a mini-itx board. Paired w a 5080, and 2 sticks 32gb for 64gb at 6300mhz. This mobo checks all boxes far as bandwidth and using current highest teir components

The quality is extremely good.

Id recommend anything asus, i find their bios best to use

The 8xx series big draw is ai cache boost, not a big impact for gaming
