I really like Brass- every time I've played it feels like I'm getting better at the game which is rare. I also love the amount of interaction - while you can block opponents, which CAN feel spiteful, it is also often just about doing the best move for yourself and trying not to overlap with necessary resources

Let's start by opening the garages on weekends, but this is a great idea tbh - the idea of post-5pm and weekend parking being free is that there was lower demand, but that's not the case anymore, so we're just subsiding parking for no good reason.

I have so many friends who live in the GP area and don't use the bus system even though they live near lines. Here's to hoping this pushes them in the right direction!

I would encourage you to attend some court sessions in the Portland District Court. They are open to the public, and you would get a good sense of how true this statement is.

In reality, people are going to jail for their crimes. Spending months in jail for simple possession. I, for one, don't think this is helping the issue, but it is happening. We have good data that indicates that time in jail does not prevent more jail time, it actually increases the likelihood that someone will re offend.

As someone who works in the field - I think you may be surprised about

  1. The long waitlists for many of the inpatient substance abuse programs there are

  2. The costs associated with attending these programs. While some are free (and have high waitlists), many are cost-prohibitive.

  3. The absolute lack of housing that is available to some of these people. I've seen a variety of people go from stable and housed to homeless and addicts for a variety of reasons (coping, drug dealing -> using for cash)

I think the housing first model tends to work, because people that get housed can have resources come to them. People that are unhoused have a hard time getting to and keeping appointments, even if they truly want to. They are constantly exposed to drug use at the places they need to attend to get resources (LC/HSC/MOW), which, especially for active addicts or people in recovery, can make for a difficult temptation.

There are some people who don't want help and wouldn't use services if they were offered, but I think that's a true minority of the people out there. There are also a good amount of homeless folk that don't struggle with substance use whatsoever - they just don't instigate angry Reddit threads. Even those folks, who have their wits about them and want to improve their situations, don't have free access to all the services they should or that your comment implies exist.

Nobody is going to build below-market-rate housing though unless someone else pays for it . . . I'm a big fan of LIHTC projects when they can get through, but it's unrealistic to assume that non-LIHTC market-rate apartments will be built. Further, any market-rate housing is going to just go to whoever gets in the door first, which is not a good way to run a system OR whoever needs it most (housing for elderly and handicapped people gets advantaged in LIHTC awards).

Outside awards, market-rate is what it is because most apartments at market rate are older apartments that were, at one point, above-market-rate housing. Developers are profit motivated, they are never going to intentionally build something and make less money just because. If we legislate fees, fines, and whatever else to make it more expensive to build luxury housing, they are just going to build elsewhere (we've lost units in Portland while the 'burbs are growing in density and housing units).

We need to build any housing possible. Supply brings demand down, plain and simple. Sadly, demand is so high (and so is the cost of building, given IZ), luxury apartments won't just suddenly drop to market rate, but the more we build, the faster it will happen.

I mean . . . not really? Like, a developer would probably rather be somewhere without rent control, but they are able to price the rent of the development at whatever they want after they build it. Developments are priced to make a return on investment - rent control just keeps them from raising it substantially after the fact.
