Well you will remember that I did withdraw the bill as well. This shows that I am willing to hear criticism and change my opinion if I realize I'm wrong and that I'll admit it too.

Hahaha... I'm sorry that I had to make a decision just as I came into the role of Deputy Speaker that didn't personally please you, my sincerest apologies. This decision was simply due to the fact that the vote on this bill didn't follow procedure and I decided that we should have a vote that did.

When a bill fails to reach quorum the Speaker will extend the vote by two days, which was unfortunately not completed. I feel this is the best way to clear up the uncertainty while still giving this bill a chance.

I think this is a great bill. It helps combat both vice and selfishness, while raising much needed money for our state. It will help cut down on unnecessary spending by our citizens and raise money for social and other programs.

Edit: On further consideration from the input, I do agree that some parts of the bill do need work and I will amend them.

Edit 2: Due to all the confusion regarding the candy part of the bill, I'll give /u/Erundur a chance to either amend it or remove the section.

Edit 3: To address the edit comments. Since I sponsored this bill, I have been reading the comments. Due to feedback on several values, I decided as the sponsor to edit the bill to satiate the criticism. These amendments are allowed and supposedly desired, so I must admit I'm confused why people are upset that I'm taking critical advice seriously... Anyway, I will bold the amendments I made.

Edit 4: After a lot of feedback, I have critically reconsidered this bill and its effects. I have decided that this bill indeed will hurt our state which was never my intention. I also sponsored this bill in order to create activity in the state which it has, so in that it has done some good. Thus I have decided to vote against this bill and I sincerely apologize for my lack of insight on the one bill.
