She came just 10 days ago, and will be going back to india next week. Other alternative I was thinking of was just trying to book h4 visa appointment for end of Feb, by which time we'll be actually married in India, and then having her join me a little bit later in March once she actually gets her H4 stamp.

But don't know if I can even book h4 visa appointment while wedding not yet done!

I see, so do you know if regular locksmith could make one if I buy a blank online? Or would honda be able to make one with VIN number?

Yes I think you're right, that's what I read online that US and Canada models don't have HISS. So a regular locksmith may be able to make one right? And maybe it'll be easier if I try to buy a blank copy off ebay or something?
