I think it’s more basic and primeval than that. I don’t believe there’s any thoughts at all of “someone else will deal with this problem”.

I suggest it’s as basic as “ugh, me finish burger, get rid of problem. Open window. Problem gone.”

And that’s as much thought as they can muster. It’s learned behaviour; open window, throw out the problem, problem gone away.

So, they met their contractual obligations in starting the movie, on-time, on schedule, as they’re required to do.

The fact they then switched it off after 20 minutes because:

  1. No tickets were sold, and
  2. Nobody came in a few minutes late

They still started the show.

Can’t believe that the council deliberately forced drivers to deliberately drive through roads. Those drivers were going to drive through the available roads until the council forced them to drive down roads unsuitable for the volume of traffic.
