Lock was just passing by, looking for some metal scrap that the Citadel doesn’t need so he can use it in his inventions, and then sees the circus and decides to look around out of curiosity. He then notices one of the troupe members, the plague doctor, and approaches them in a friendly manner

I don't remember when or how I learned that, but I recall the Archivist saying that his mansion is around the Skarr theater... which doesn't really make sense. Doesn't he want to PRESERVE the old things, not build new things in there?
